This dll file is part of Google Earth and Visual Studio.
The authors of this file are: Sun Microsystems, Inc., Macromedia, Inc. and Google. It is usually located under the following path: C:\WINDOWS\system32\ and its purpose is basically enabling you to view satellite images and other geo-maps directly from your PC.
